Allegheny County is proposing employers provide employees with Paid Parental Leave. The initial proposal is for 18 weeks of paid parental leave for an employee to care for or bond with their child during the first eighteen months after the child's birth, or the first eighteen months after the placement of the child from adoption or foster care.

Some employers will self-fund the paid parental leave, meaning they'll pay employees for the full 18-weeks out of their own operating budget, but this becomes difficult to predict and budget for. Private insurance solutions, like Parento, will provide one fixed premium that covers all employees, even if there's a baby boom, for the 18 weeks.
For profit employers who have a written paid family and medical leave policy may be eligible for an IRS Employer Tax Credit. The credit is a percentage of the amount of wages paid to a qualifying employee while on family and medical leave for up to 12 weeks. Because Allegheny County is proposing an 18 week policy, qualified employers would be eligible for the max credit: 25%.
The credit must cover all FMLA qualifying life events, but most employers already have a short-term disability policy that covers medical events and medical leave. The addition of a family and paid parental leave policy, powered by Parento, would make most employers compliant.
